Provides scholarships to CRST Tribal Members. Scholarship applications can be picked up at the CRST Education Services Office. Provides educational services and presentations at the Oglala Lakota College and High School visits across the reservation. The CRST Education Services also help with Federal Financial Aid and other scholarships; provides student services such as helping students apply for scholarships and funding, etc. Non-tribal members are ineligible for CRST funding however student services are still offered to non-tribal members.

The Mustard Seed is an all-volunteer nonprofit serving "people who fall between the cracks." It offers year-round shelter and emergency food. Up to 20 homeless single adults or married couples live in 2-person tiny houses. Residents socialize, receive visitors, cook, eat, shower and launder in common facilities. There is no charge, but residents must help with chores. Disrespectful behavior results in eviction.

The Behavioral Health and Substance Abuse programs began the process of cooperative care approach to improve patient care, which is vital to address current issues of suicides and methamphetamine use on the reservation. Enforces Indian Preference in contracting, subcontracting, employment and training, and the Equal Employment Opportunity Commission. The legislation includes enforcement of the Fair Labor Standards Act. TERO also serves as a referral service between employers and residents of the reservation with skills required by those employers; and continue on-site inspections of empoloyers on the CRST reservation to assure that goals and timetables agreed to are being met. TERO does not process discrimination charges against the Tribe or Federal Agencies. These are referred to the agencies involved as they have their own EEOC processes in place. Discrimination areas include race, color, sex, national origin, religion, age or status as a complainant, protestor, or participant.
