CTC is a data-driven youth prevention effort that is working in the Eagle Butte community on Cheyenne River. It was brought to the community by Missouri Breaks in 2021 and is supported by more than 40 local community members. Advocates and represents court cases involving Native American children under the Indian Child Welfare Act (ICWA) Law. The mission of ICWA is to work with other agencies, such as tribal courts and Social Services to provide homes for children who have been removed from their homes or parents due to neglect or abuse, also sets up Case Plans with clients to receive services toward reunification with their children.

The Tribal Court, an important entity in the sovereign powers of Tribal Government, acts as a mediator, referee and interpreter of disputes and conflicts between people on the Cheyenne River Indian Reservation. The courts administer justice and discharge all duties imposed upon them by the laws and decides matters of a judicial nature and enter judgements and orders disposing of such matters.

The mission of the CRST Law Enforcement Services is to protect and serve the people of CRST through effective law enforcement services: police, dispatch, adult and juvenile detention, criminal investigations, social detoxification, court services, security services, search and rescue, ATV's to deploy, and also have CPR and First Aid Officer's to help on declared disaster situations.

Helps the elderly of CRST by providing resources and incentive packets (personal hygiene and necessities, household products and utilities). Works with the Elderly Protection Team Board (EPT) who serve as liaisons and advocates for elder tribal members (applications are available at the Wisdom Keepers Program). Native American Support Caregivers Program (NASCP) assists grandparents who have custody of grandchildren.

Enforces Indian Preference in contracting, subcontracting, employment and training, and the Equal Employment Opportunity Commission. The legislation includes enforcement of the Fair Labor Standards Act. TERO also serves as a referral service between employers and residents of the reservation with skills required by those employers; and continue on-site inspections of empoloyers on the CRST reservation to assure that goals and timetables agreed to are being met. TERO does not process discrimination charges against the Tribe or Federal Agencies. These are referred to the agencies involved as they have their own EEOC processes in place. Discrimination areas include race, color, sex, national origin, religion, age or status as a complainant, protestor, or participant.
